Since 2000, this camp has made a meaningful impact on DHH children and their families by offering a weekend of connection, support, and fun. With its breathtaking surroundings and wide variety of activities, it’s an ideal destination for our Southern California Family Camp!

Lodging & Amenities
Private rooms are not guaranteed. Whispering Winds offers comfortable accommodations and meeting spaces designed to support meaningful family experiences. We strive to minimize shared spaces, however some rooms may be shared by more than one family. Most dorms offer a bathroom inside of each room, while the newer dorm building features a shared bathroom and living room. During registration, you may indicate 1-2 families you’d like to room with, we will do our best to honor your room preferences, although they cannot be guaranteed. Southern California Family camp was held at YMCA Camp Marston/Raintree from 2000 - 2024. We are grateful for the many wonderful memories we made at Camp Marston and we look forward to whats to come at Whispering Winds!

What is included in your registration fee?
Your registration includes the full Family Camp experience, including meals, lodging, and a variety of activities. Enjoy hiking, gaga ball, sand volleyball, campfires, as well as opportunities for relaxation and fun. Parents attend educational workshops, panels, and breakout sessions focused on family dynamics and topics related to raising DHH children. Children participate in age-appropriate activities, such as arts and crafts, hiking, and sports, supervised by enthusiastic, well-trained volunteers—many of whom are Deaf or Hard of Hearing and serve as fantastic role models.

An annual family membership of $25 per family can be added at the time of registration, immediately granting the reduced Family Camp fee. If you're unsure about your current membership status, please contact .

Saturday Day Camp Rate
Perfect for families or grandparents who want to join the fun for a single day, including meals and activities (no overnight stay).

Deaf Plus?
Regional Center Funding for California Hands & Voices Family Camps
If your child is a Regional Center client and you are interested in attending any of the California Hands & Voices Family Camps, funding may be available through the Regional Center. These funds may cover camp costs for camper participation as well as the costs for 1:1 aides (personal assistants) and potentially 1:1 nursing, provided that generic resources have been exhausted.
Each of California’s 21 Regional Centers may have different procedures, forms, and policies regarding the use of these funds. However, all are accountable to the Department of Developmental Services (DDS) directives. For more information on how these funds work, please refer to the following resource:

Service Organizations Some local service organizations, like Lions Clubs, may offer financial assistance to attend camp. Reach out to your local chapter to see if this is an option.
Yard Sale Organize a yard sale with donated items from friends, family, or neighbors. It’s a great way to declutter and raise money for camp at the same time!
Lemonade Stand A classic way to raise funds! Set up a lemonade stand in your neighborhood or at a local event to raise money for your child’s camp experience.
GoFundMe Campaign A GoFundMe campaign to share your story and raise money from friends, family, and others who want to support your child’s opportunity to attend camp. Share the campaign on social media to reach a wider audience.

Coffee Corner: Looking for a cup of coffee or tea before breakfast? Visit our Coffee Corner located on the south side of the Dining Hall from 6:30am to 5:30p during your stay!
Cedar House: Comfortable communal space for all onsite guests; outdoor seating with grassy lawn/awning/benches; indoor lounge area with couches, games & TV; heat & A/C; one restroom.

Volunteer Supervision: Volunteers will be responsible for supervising children only during children's activities. Parents are expected to supervise their children during all other times.

Children’s Group Placement: The Children’s Group Director works hard to ensure that all children are placed in the appropriate groups for a positive experience. Once camp begins, children cannot be moved to a different group. This helps ensure a smooth schedule and avoids disruptions. We appreciate your understanding and support!

Important Information for Southern California Family Camp
Important documents and tips about camp:
One (1) Whispering Winds Waiver Required Per Family
Whispering Winds Camp Policies
Guests who are unwilling to abide by the following policies will be asked to leave the camp. The Director of Operations has the authority to enforce these policies and notify appropriate authorities if necessary.
Drugs & Alcohol
- The consumption or possession of alcohol by guests under the age of 21 is strictly prohibited.
- Alcohol is also prohibited when minors are present, regardless of the guest's age.
- The possession or use of illegal drugs is not allowed on camp property.
Illegal Activity
- Any illegal activity at Whispering Winds will be reported to the proper authorities immediately.
Safe Environment
- Whispering Winds adheres to California Penal Code Article 2.5 – the Child Abuse and Neglect Reporting Act (Section 11164-11174.3).
- The Director of Operations is a mandated reporter as outlined in Section 11165.7a-6 and reserves the right to report suspected abuse to the appropriate authorities.
Damage to Camp Property
- Property Use: Only painter's (blue) tape is allowed to attach posters or decorations. Sticky labels or nametags are prohibited on beds, doors, and walls. Nails or permanent fixtures should not be used.
- Fire Safety: Due to extreme fire risk, flame-lit candles are prohibited. Flameless alternatives (battery-operated candles, glow sticks, flashlights, and Christmas lights) are encouraged.
- Damage Costs: The group will be billed for the replacement cost of damaged or defaced property, including graffiti.
- Cleaning Charges: Additional cleaning fees may apply if cabins or meeting spaces are not adequately cleaned before departure, including stains, broken furniture, or misuse of fire extinguishers. Detailed checkout procedures will be provided to group leaders.
- Prohibited Items: The use of camp’s golf carts, heavy equipment, or tools is strictly prohibited.
Campfires
- Scheduling: Campfires must be scheduled through the Guest Services Department prior to your stay.
- Fire Master: A Fire Master must be designated by the Group Leader, who will sign and submit the Fire Master form upon arrival.
- Supervision: The Group Leader is ultimately responsible for ensuring proper supervision of the campfire.
Smoking
- Smoking strongly discouraged due to the extreme fire danger.
- Designated Smoking Area: Smoking is only allowed in the fire ring, clearly marked with signage.
Lodging
- Right of Entry: Whispering Winds reserves the right to enter lodging during reasonable hours to perform maintenance, repairs, safety inspections, or to ensure compliance with camp policies.
- Security: Please do not lock room doors. In case of emergency, locked doors may pose a safety risk.
Food and Wildlife
- Food Storage: Proper food storage is required to minimize the attraction of rodents and wildlife. Please report any sightings of potentially dangerous animals (such as snakes, mountain lions, or coyotes) to camp staff immediately.
- Wildlife Safety:
- Do not feed or approach wild animals.
- Always walk in groups, especially at night.
- If encountering a mountain lion or other wild animal, try to appear larger (wave your arms, shout, throw rocks) and back away slowly while maintaining eye contact.
Noise Pollution
- Quiet Hours: Quiet hours are from 10:00 pm to 7:00 am.
- Amplified Sound: Amplified sound equipment is allowed only in fully enclosed buildings (e.g., Founders Hall, Game Room).
- Acoustic Areas: Mary’s Grotto is strictly an acoustic space unless special permission is granted by the Director of Operations.
Private Property
- Respect the private property of camp staff, guests, and neighboring properties.
Vehicles
- Temporary Parking: Vehicles may be parked temporarily for unloading in designated areas. Once unloaded, all vehicles should be moved to the designated parking areas.
- Staff Vehicles: Only camp staff vehicles are permitted to drive on camp property after the unloading process.
- Speed Limit: The speed limit on camp property is 5 mph or less.
- Bus Access: Buses should not advance beyond the Welcome Center parking area.
Prohibited Items
Please do not bring the following items to camp:
- Fireworks, matches, or lighters
- Knives, firearms, ammunition, or weapons of any kind
- Bicycles
- Pets
- Personal sports equipment (e.g., archery gear, climbing equipment)
Emergency Procedures
- Immediate Action: In case of an emergency, notify camp staff immediately. Emergency contact information is posted in the Dining Hall, Camp Office, and all lodging rooms.
- Emergency Phone: The Camp Office phone (760-765-1600) is available for emergency calls.
- Emergency Transportation: Groups are responsible for their own emergency transportation arrangements. Please coordinate with a transportation provider in advance and create an emergency evacuation plan.
- Group Leader Responsibilities: Group leaders should have the name, address, and emergency contact information for each participant, as well as a list of allergies or medical conditions that may require treatment. For minors without a parent or guardian on-site, please obtain a signed permission form for emergency medical treatment.

Why Volunteer with Us?
California Hands & Voices is dedicated to supporting families with children who are Deaf or Hard of Hearing in a respectful and non-judgmental manner regarding language opportunities, communication tools, or educational approaches.
We are seeking a diverse group of volunteers that represent our famlies:
- Volunteers with experience in American Sign Language (ASL)
- Volunteers with experience in Listening and Spoken Language (LSL)
- Volunteers who have worked with children who have additional disabilities (Deaf Plus)
- Volunteers from rich cultural, linguistic, and ethnic backgrounds
- Volunteers with backgrounds in child development
We encourage professionals, current students, past campers, and anyone passionate about supporting families and children to apply!

Volunteer Opportunities
We have two types of volunteer positions available:
Children’s Program Counselor (18+ years)
Responsibilities:
- Supervise and engage with children during activities to ensure a fun, inclusive, and safe environment.
- Lead arts and crafts and other group activities with enthusiasm and creativity.
- Prioritize the safety and well-being of every child.
- Collaborate effectively with other counselors to deliver an exceptional camp experience.
- Respect and embrace the diverse family choices of the California Hands & Voices community.
Requirements:
- Attend a mandatory training session in May.
- Be available at camp from Friday, May 23, 2025, at 1:00 PM through Sunday, May 25, 2025, at 1:30 PM.
Counselor Assistant (16–18 years)
Eligibility:
- Must be in Grade 11 or 12 (ages 16–18).
- Previous experience as a camper or volunteer is strongly preferred.
Volunteer Benefits
As a token of our gratitude, all volunteers will receive:

A Note on Volunteer Costs
California Hands & Voices fundraises approximately $250 per volunteer to cover registration fees, camp shirts, and other costs. If you have the capacity to donate any amount, we would greatly appreciate your generosity in supporting Southern California Family Camp.

Frequently Asked Questions (FAQ)
For Southern California Family Camp
Are meals provided?
Yes! Camp includes five meals: dinner on Friday, three meals on Saturday, and breakfast on Sunday. We encourage families to bring their favorite snacks and drinks for between meals, as well as reusable water and coffee cups for each family member.
Are hearing siblings welcome at camp?
Absolutely! Siblings are included in the children’s program and can participate in all activities. Please note, however, that siblings may be placed in different age groups.
Can I bring my infant to camp?
Will they participate in the children’s program?
Yes, infants are warmly welcome at Family Camp! Babies under 12 months will stay with their parents and will not participate in the children’s program.
Will we be sleeping in tents?
No, camp accommodations include cabins equipped with beds and showers.
Are rooms private?
Accommodations may include shared rooms, and families may be paired together to maximize space and ensure that everyone has the opportunity to participate. If you would like a private room, please contact us to discuss the minimum number of tickets required to secure a private space.
Are linens, toiletries, and bedding provided?
No, each family is responsible for bringing their own linens, toiletries, and bedding to camp.
Can I set up a payment plan?
Yes, we’re happy to offer a payment plan option. Full payment is required by May 10th. Please contact Cora at if a payment plan would be helpful for your family.
What if I arrive late on Friday night? How late is dinner served?
If you anticipate arriving late, please contact our Welcome Center at (760) 765-1600 with your full name and estimated arrival time. Dinner will be served on Friday from 5:30 PM to 6:30 PM.
Is CA H&V Family Camp faith-based?
No, CA Hands & Voices is a non-faith-based organization, and Family Camp reflects this inclusivity. Families of all backgrounds are welcome, and no faith-based activities are scheduled. Those who wish to may visit the camp's prayer chapel during free time.
Are refunds provided?
Registration is non-refundable. We are unable to provide refunds, transfer funds to another family, or carry over funds to future CA H&V events.
Will my family share a room with another family?
Yes, families may share a cabin. During registration, you can request specific families to share with, and while we can’t guarantee it, we’ll do our best to accommodate requests.
Is Family Camp suitable for families of all communication backgrounds?
Yes! Family Camp welcomes all families with Deaf and Hard of Hearing children, regardless of technology, language preference, education, or additional needs. We provide a respectful, non-judgmental space for everyone to connect, learn, and grow together. We hope to see you there!
